The International Program on Stem Cell Science and Policy has been made possible through the generous endowment of the Emir of Qatar, Sheikh Hamad bin Khalifa Al-Thani, to the James A Baker III Institute for Public Policy at Rice University.  The program was officially launched in 2007 in collaboration with Qatar Foundation Research Division and the James A Baker III Institute for Public Policy.

The program initiates and supports Qatar goal of developing stem cell research in the country by educating the public opinion about the science of stem cell and its potential for treating illnesses.  Additionally, the program intends to organize dialogues with the religious scholars and policy makers of Qatar to seek the necessary recommendation and guidelines for promoting safe research practice in the country according to Islamic values.
